Jim, to my knowledge there is not.

Many of our members are active radio enthusiasts (hams) and are interested
in that space.  However, I do not believe any of us are actively working
on free wifi.

To my knowledge, the last group that was working on this was loosely
affiliated with CNT (http://www.cnt.org/) for some kind of mesh network
for under-served areas of Chicago's South Side.  But I haven't heard about
this in some time.
