Well, because it's a big, complicated, somewhat
intimidating program for the uninitated (I run two BIND
servers at work, and don't consider myself in that group). 
There are smaller/simpler programs out there.

The only one that I've used is 'dnsmasq' (on my WRT54g wifi
router).  It also is a simple DHCP server as well.  For
small home setups, it's quite good.

Obviously, if you need more than basic/trivial stuff,
something more robust (like BIND) is the way to go.
