Couple things I can add, having once more or less done this for a living.
As someone previously mentioned, if you can find another dead drive of the
same model, sometimes swapping the attached boards works. (We used to do
this a lot on old MFM drives.)
Also, try connecting it up and powering it up and giving it a "tap" with the
handle end of a screwdriver. Don't slam it, but give it a good solid tap or
two. Often drives start suffering from what we used to call stiction.
If the lower spindle of the drive is exposed, you could also try spraying
some silicone spray lubricant on it and then manually spinning the platters
(as someone else mentioned).
Finally, if all else fails, disconnect the drive and drop it on a table or
workbench from a 2" to 3" height.
