[UFO Chicago] Dead DVD does dubious dance during desired duties

Since the subject doesn't really make sense (it's late, I'm
tired), here's a translation:
I have an IDE DVD installed in my desktop box at home. It
doesn't work (anymore), and I'm wondering if it's a
hardware problem, or something else. The drive *used* to
work, but I haven't needed to do anything with optical
media at home for months... (yay DSL).
The gory techinical details:
* Kernel: Linux 2.4.20 (gentoo)
* System: P-III 1GHz, 512MB ram
* Using DevFS
* hda: IC35L060AVER07-0, ATA DISK drive
* hdc: SAMSUNG DVD-ROM SD-616, ATAPI CD/DVD-ROM drive
* hdd: IOMEGA ZIP 100, ATA DISK drive
Symptoms:
1) Can't mount CDROMs
2) Can't play DVDs
3) The device files in /dev are not created for the DVD
drive, but are present (and even correct!) for the hard
disk and zip drive.
4) Symptoms are the same with, and without ide-scsi
emulation.
5) IDE support is compiled directly into the kernel, all
SCSI stuff is a module.
6) Certain operations that tickle the device (assuming
