What's the size of your phases2-image.gz when it's on the hard drive? 
It can't be that big or it would not fit on the 1.44M floppy.  If the 
gzip'ed image is corrupted that might cause the problem.  For example if 
the end of file marker is messed up the kernel might continue to read 
garbage until there is no more space.  Or if the floppy itself has a bad 
sector that might be it too.  I have had problems more than once with 
bad floppies.  I would try a different floppy and if that does not work 
try to remake the image.gz.
