It is strange that PAM should be required since the util-linux MCONFIG
file configures it not to be used.

Here's a section from util-linux-2.11z's MCONFIG:

# If HAVE_PAM is set to "yes", then login, chfn, chsh, and newgrp
# will use PAM for authentication. Additionally, passwd will not be
# installed as it is not PAM aware.
HAVE_PAM=no

I will try building util-linux on my Redhat 9 box and do an 'ldd login'
to see if it has libpam dependencies.
