[UFO Chicago] Why Does Wikipedia Allow This?

Fellow Nerds,
As of this writing (Thursday afternoon, 4:43pm,) the Wikipedia page
https://en.wikipedia.org/wiki/United_States_presidential_election,_1912
asserts, about one-third of the way down, that Woodrow Wilson's
running mate Thomas R. Marshall was the "Governor of Shlouckin"
and those three words form a link to the nonexistent web page
https://en.wikipedia.org/wiki/Governor_of_Shlouckin. In actual fact
Thomas R. Marshall was the governor of Indiana.
Why are people allowed to do this? I understand that Wikipedia wants
its content to be editable by anyone, which implies that it is
editable by adolescent pranksters. By shouldn't there at least be a
protection that if you insert a link to a page, that page should
exist? Is that so hard to do? Is there any reason not to do it?
