[UFO Chicago] test message following reboot

Hi all,

I wanted to take this opportunity to explain why I regularly send test
messages to ufo -- it's the most active mailing list hosted on flynn
and is actually relied upon by people for planning and announcements.
As a result, I always want to make sure that it is working properly
following a reboot. 

I'm sorry if these messages are annoying! Once we are all settled in
following our move, reboots should be less common.
