/bin consists of stuff that you need in the event of a boot failure where
partitions fail to mount. /bin must be on the root partition. /usr/bin are
all those tools that are not essential and can be put on a separate
partition.

I agree with Ian, taking over your /usr/local for ideological reasons is
asinine.
