I manage three non-technical mail lists.  I use mailman for them.  I'm a fan 
of mailman, as it's relatively easy for non-technical folks to navigate and 
maintain for themselves.

The built in archives work pretty well, I've never noticed dropped messages.

I use the Redhat RPM of mailman, and it's worked very well for me.
