We have used MailMan (www.endymion.com, commercial) and IMP/Horde
(www.horde.org, GPL).  IMP is a really nice package and works with POP.  
I found that you need a somewhat peppy server to run it.  It's somewhat
complicated to install, but not terrible.

I have IMP running on a 2 processor Ultra250 and it's not really all that 
useful at the slow speed.  Cavaet--this is a fairly active machine so 
you may have better results on a lightly loaded one.

Debian has imp packages, though it looks like they're still only the
2.2 branch and not the niftier 3.0.
