i am still working on this when I have time. Since last week:
I manually configured eth0 MAC address to the MAC of my cable modem. Turned
out to be a bad idea; it hangs on boot, I had to reinstall.
I have begun looking at my kernel ip routing table. Wanna see it?
(I know, contrary to convention, I have eth1 facing the internet and eth0
internal)

12.249.83.0 0.0.0.0 255.255.255.0 U eth1

I changed /etc/host.conf I added a line "multi on". Should I edit the
0.0.0.0 route in the routing table so that it points to eth1 as the gateway?
I still have the issue of shared IRQs between eth0 and the usb device.
So, is there a problem with the routing table? some HOWTO i saw suggested
changing the windows setting to 16948 or something.
One guy on a newsgroup got his to work after disabling plug n play cards.
disable plug and play? is this a good idea? how do I do that?
Another newsgroup correspondent suggests disable all servers (eg sendmail)?
How do I tell what is running?
If these four or five issues turn into dead ends, I am going to change to
Debian or ROOT or may Linux from Scratch. Do any of you have install CDs
laying around?

Thanks for the suggestion. So, what is my process? I download an .iso file
to my Win98 box (since it is the only thing that can connect to internet
right now), put it on a floppy, transfer floppy to RH machine, then what?
compile? install?

I am not sure what you mean by "overload." Also what am I overloading?
