Inquiry: It is legal to make contributions to a political campaign for a
candidate not in your own district, right?

I ask because that is how the system works.  Ideally we need a Free
Speech PAC that unabashedly donates soft money to politicians, but since
we seem to be missing one of those individual contributions are the next
best thing.  Yeah, it's bribery, but that's how the system works. 
Politicians who stand up in favor of free speech and fair use rights
should be rewarded in the most utilitarian (for them) way possible;
money with which to buy elections.  That makes other self-interested
politicians take notice.
