Some info:

'nipr.mil' is the 'National Internet Protocol Router
Network,' also known as the 'NIPRNET,' an
unclassified, but listed sensitive DoD WAN.  It's
essentially where DoD allows itself to co-exist with
the rest of the Internet.

'wcs' is a switch designator on the NIPRNET, normally
a firewall, with automated distribution services.

'kelly' refers to Kelly AFB, the home of the Air
Intelligence Agency, the Air Intelligence School and
the Joint Information Operations Center.

JIOC's mission is:

"Its mission is to provide “full-spectrum” information
operations support to combatant commanders throughout
the Department of Defense. Baker explained that
full-spectrum IO includes the entire range of
information operations: operations security,
psychological operations, military deception,
electronic warfare and destruction as well as the
noncombat military applications of information

“we’re experiencing such growth in technology and
since IO is directly influenced by growth in
technology, it’s extremely difficult to keep pace with
the latest means of gaining, exploiting, defending and
attacking information."

It is worthwhile to note that there are FEMA, SS and
DoJ, as well as DCI-respondent members of the intel
community at the JIOC.  There is also a large 'civil
affairs' cell there, as well as members of the Army
and Air Force PSYOPS units, from the JSOC.  Allied
nations, with the requisite security clearances and
restrictions have access and liaison presence as well.
 There may even be a member of the Russian Republic's
Army or Air Force, or the Russian Intelligence Service
as a liaison there.

'bu' is normally short for 'building' or, in
intel-speak, a compartment or team.  It probably marks
another bastion switch, in this case, serving a
workgroup or team.

So what we have here are some of the US military's
"info-warriors" set to deploy to a CINC's Ops Center
anywhere in the world.  Could also be a 'war game' or
automated probe.  Also, could be an 'interagency
service request' from DoJ (who has access to some of
the resources at the center) through an AUSA.

It could also be wargaming by the students at the
School, a 'harvester' for a domestic civil affairs or
psyops cell, or just someone who is subscribed for
professional or personal interest.  It could also be
attracted by the name of the Tastytronic server
('ufo').

Just info, folks.

On a personal note, this is kinda sad, as this used to
be one of the finest centers in the world for
Electronic Warfare Intelligence.  Now, it's just a
bunch of 'cyber-wannabes' competing for dollars from
Congress and attention from the media.
